Fifth Global Forum on Reinventing Government
Paper presented at the Fifth Global Forum on Reinventing Government, Mexico City, Mexico 3-7 November 2003. It attempts to define `quality in government' and emphasize characteristics that can be identified as having an emphasis on either `process' (means - processes or programs that achieve the results) or `results' (ends - performance measures of results). While these characteristics are desirable, they do not constitute an operational definition of quality in government.
