Hearing statement by K. Spilde, Senior Research Associate at the Harvard Project on American Indian Economic Development (Kennedy school of Government), before the Senate Committee on Indian Affairs. The statement is in favor of S. 343 (the Indian Tribe Development Consolidated Funding Act) and it argues that self determination is the best way to reverse the legacy of poverty and economic suppression of American Indian Tribal governments.
