This year, legislators in more than a dozen state capitals will decide how to spend hundreds of millions of new education dollars slated for preschool. The pre-K systems they create will either support or inadvertently supplant the largest segment of the primary and secondary education systems offering parental choice. This article appeared in the Summer 2007 issue of Education Next: A Journal of Opinion and Research published by the Hoover Institution of Stanford University.
