Supplemental testimony provided to the U.S. Senate Homeland Security and Governmental Affairs Committee on March 22, 2006. This discussion focuses on the federal government and the organization of its response to catastrophic circumstances. However, with reference to the management of crises by the state, and local governments and especially in any circumstance where multiple levels of government are involved that the emphasis on having a single and offical, charged with responsibility for all aspects of the response, is misplaced.
