This paper's focus on the accountability and community policing, results from the concern of many police executives and policymakers that certain characteristics of community policing threaten police officer accountability. Indeed, advocates of community policing who call for empowerment of officers should be extremely scrupulous about ensuring that officers are held accountable for their actions.
