The participate budget project is a component of the decentralization process of the country.
Its goals are:
(1) To study the feasibility of, and conditions for, the development of participative budgets at the local rural level and, later on, at the district, provincial, and regional level.
(2) To facilitate the exercise of rights and promote the participation of the population in local (city) management.
(3) To encourage the establishment of a process of municipal surveillance and control by the citizens.
