The Local Hiring Policy for Construction established San Francisco as the only major American city to move from “good faith” to mandatory hiring on public works projects, beginning with 20 percent local-resident hiring and escalating 5 percent per year up to 50 percent. As the nationwide recession lingered, the ordinance was quickly adopted. It represents a significant advance in the service delivery model, creating a pathway from training to employment and a culture shift among stakeholders.
