As Treasurer, José serves as the San Francisco's banker and chief investment officer, and manages tax and revenue collection for the City. He has implemented an innovative agenda of financial empowerment programs to increase economic stability for the City’s low-income families. Bank on SF is the first program in the nation to address the needs of unbanked residents by actively partnering with financial in stitutions to offer better products and services to lower-income consumers, saving millions of do llars in fees that would have otherwise been spent at check cashers. The program is now recognized as a national model by the National League of Cities and the US Dept of the Treasury, and is currently being replicated in 70 cities and states across the country.
