Prior to his work at Gartner, John started and ran the State & Local sales practice at Siebel Systems, and before that was V.P. for Marketing & Business Development (worldwide) for TRW Public Sector Solutions. John also served as Senior V.P. and head of FSI State & Local, Federal Sources (a Virginia-based consulting firm). As Michigan CIO his responsibilities included all of the state's data processing and telecommunication systems; he was concurrently responsible for the state’s purchasing function and purchasing reform, for privatization activities and other administrative process reforms, and for process re-engineering, and was the architect of the Michigan Information Network. In 1995, John was named "Public Official of the Year" by Governing magazine for his efforts.
