This paper outlines some preliminary working hypotheses on Indian reservation economic development. These hypotheses are based on start-up research conducted as Phase One of the American Indian Economic Development Project at Harvard University. Phase One research involved extensive reading in the literature on reservations economic development, interviews with Indians and non Indians on development issues, and preliminary field investigations on seven reservations.
