After housing, transportation is now the second biggest expense for America's families. One article in this edition focuses on how the 2003 renewal of the federal surface transportation law presents an opportunity to strengthen the policy linkages between housing and transportation. In the Perspectives column, West Marin County supervisor Steven Kinsey discusses the San Francisco Bay area's Transportation for Livable Communities program, which he believes enables local governments and community organizations to better integrate transportation and land-use planning. A coalition of public interest groups, from business leaders to transit operators, has come together to advocate for more choices, more local control, and more collaboration in the 2003 reauthorization of the federal transportation law.
