This article examines how three public programs engage their frontline employees in organizational change. Three "Innovation Awards" winners cases are studies: the In-House Research and Development Network of the New York City Sanitation Department, the Competition and Costing program of the City of Indianapolis, and the City Work program of the City of Louisville.
