DAG - the non-profit Development Action Group, based in Cape Town, initiated a project in 1997 aimed at providing housing in Khayelitsha. Known as DAG's People's Housing Process Programme it consolidated three projects that had been formed by groups of residents in response to the housing subsidy scheme. These were the Masithembane People's Housing Association in Site B, the Homeless and Squatters Housing Project (HOSHOP) and Sinako Ukuzenzele. The focus of the programme was to assist people on incomes of R1 500 or less, organise themselves, acquire skills, and construct their own houses. To this end DAG provided technical advice using the government's PHP scheme, which gets the beneficiaries to initiate, plan, design, and, often, help with the building.
