Arnold M. Howitt is Executive Director at the Roy and Lila Ash Center for Democratic Governance and Innovation at HKS, with responsibility for its executive education and research programs. He also co-directs the Program on Crisis Leadership, jointly sponsored by the Ash Center and the Taubman Center for State and Local Government. Dr. Howitt co-chairs a Harvard Kennedy School (HKS) executive education program for senior officials, Leadership in Crises, and has been a trainer for the National Conference of State Legislatures, National League of Cities, and the National Governors Association Policy Academy on Homeland Security and Bioterrorism. He previously directed the Executive Session on Domestic Preparedness at HKS, sponsored by the U.S. Department of Justice, which conducted research on preparedness and worked closely with local, state, and federal officials. A faculty member and administrator at Harvard since 1976, Dr. Howitt is also co-author and co-editor of Countering Terrorism: Dimensions of Preparedness.
