Since 1974, eleven blue-ribbon commissions or task forces have been convened by the federal government to examine affordability of housing. Jack Kemp, Secretary of Housing and Urban Development, has received a final report from the most recent study group, the Advisory Commission on Regulatory Barriers to Affordable Housing. Put together in 1989, the commission has submitted its final report calling for a national purge of regulations, zoning ordinances, and building codes that drive up housing costs. The Executive Summary to the final report points out that in community after community across the country, local governments employ zoning and subdivision ordinances, building codes, and permitting procedures to prevent development of affordable housing.
