The Premio Gobierno y Gestión Local (Government and Local Management) Award, administered annually by the Centro de Investigación y Docencia Económicas (Center for the Research and Teaching of Economics), was established in 2001 with the goals of identifying, analyzing, recognizing, and disseminating Mexican government best practices. The emphasis of the award selection committee is on efficiency, social responsibility, and the effective distribution of material and economic resources. Mexico’s organizations of indigenous people, municipalities, and capital districts are all eligible to apply for the award.

All applicants are entered into a central database, with the intention of consolidating best practices across Mexico, and allowing other innovators to study and replicate these programs. Each year, the program publishes a book and CD, summarizing the efforts of the participants. The materials are made available to public administrators and to academic researchers interested in local governance.

Pablo Rojo is a professor and researcher in the Public Management Division of the Center for the Research and Teaching of Economics (CIDE), where he is also executive coordinator of the Mexican Local Government Awards Program. After pursuing studies in economics at the Metropolitan Autonomous University of Mexico City, Mr. Rojo trained in mechanical engineering at Las Americas University in Puebla. Before joining CIDE, Mr. Rojo served as an official in the Budget and Programming Secretariat, the Education Secretariat, and the Secretariat of the State of Mexico. He has also worked in the private sector in software and as a company director for an engineering services firm.

Mr. Rojo is the author of many articles on local public management, and editor of several volumes, including Quality Government for Development and The Municipality and Good Government. He has taught at Anáhuac University, Guanajuato University, Colima University, Tlaxcala University, and Iberoamericana University. Mr. Rojo holds a master’s degree in management and public policy from CIDE and from the Institute of Political Studies (Sciences Po) in Paris.
