The Innovations and Excellence in Chinese Local Governance Program, founded in 2000 by Director Yu Keping as an independent, nongovernmental research group focusing on reforms at the local level in China. The Committees (Expert Committee and National Selection Committee) for the selection of the China Local Governance Innovations Awards winners is organized by the China Center for Comparative Politics and Economics (CCCPE), the Center of Comparative Studies on Political Parties of the Central Party School, and the Center of China Government Innovations at Peking University.

Yu Keping is director of the CCCPE, and director of the Center for Chinese Government Innovations at Peking University. In his capacity as director of CCCPE, Dr. Yu also supervises the Chinese Government Innovations Awards Program. His major fields of interest include political philosophy, comparative politics, globalization, civil society, and governance and politics in China. He is the author of many books, among the most recent of which are: The Institutional Environment of Civil Society in China (2006), Democracy and the Top (2006), Chinese Rural Governance in Past and Present (2004), and Globalization and Sovereignty (2004).
